"Should we invite a Legendary Powerhouse?" Ivan pondered.
With the Kingdom’s centuries of heritage, inviting one Legendary Powerhouse was doable, even if it would come at a great cost.
If a Legendary Powerhouse could kill the Sha Hua Fishman Duke and take down some Fishman Nobles, then the threat of the Sha Hua Fishman would be at least halved.
As for the missing Legendary of the Yalbit Kingdom?

They might also have ventured to other planes to roam; many ambitious Legendary Powerhouses, aiming for further advancement, would leave their small hometowns to battle on wider stages, seeking more resources.
"Wait a bit longer. If I still can’t break through the Legendary threshold, then I’ll invite a Legendary Powerhouse with ties to the Kingdom," Ivan made up his mind.
