"Can you turn anyone into a Cyborg?" A leader asked.
"Theoretically, yes. But for obvious moral purpose, we only it on corpse."
"How strong can they become?"
"They can go toe to toe with a weak Terror for now. We expect to make them stronger in time."
"Can you mass produce it?"
"Of course, we can. That is the sole purpose of Project Steel Flesh."
"Where did you get this technology?"
"From one sponsor that don’t want us to lose to the Terror."
The white swordsman clapped slowly. "Why don’t you actually tell them where you got the technology?"
Atsuo frowned. "The sponsor is from a different world, yes. But..."
"His ’sponsor’ is Cyber Runner." Carter cut him off. "The sole purpose of this world is to colonize weaker worlds. Worlds like us. They do not want to save us. They only want to turn us into a colony."
"That is false. They are purely our ally." Atsuo clapped back.
General Dragovic stepped forward. "Cyber Runner has been sending Cyber Slaves to the West Continent for a while now. These are innocent people they kidnapped from world like us and send them as scouts to learn more about our world. They do not come with kindness in mind."
"This isn’t true. They have given me their words that they came in peace."
General Dragovic laughed. "Tell me, leaders of our world. If you’ve seen a weaker nation and you’re in desperate need to develop yourself, do you want to make an ally to that weaker nation?"
"Of course not. We will exploit them." President of the North Continent said.
They were old foxes. They knew exactly what they would do if they were given the position.
"Talking alone won’t prove anything. We have survival slaves from the Cyber Runner that can prove everything. As for our East President here, what do you have?" General Dragovic continued.
Something got caught in Atsuo’s throat.
"The Skeleton Knight has determined you a traitor. There is actually a very simple way to verify that."
Carter approached Atsuo.
"What are you doing?!" The President resisted but he was just an ordinary human.
Carter pinned him on the wall and tore his shirt out. At the location of his heart, a Cyber Core pulsed.
The leaders saw it. Some sighed. Some squinted their eyes. All had their questions answered.
"Motion to remove President Nakamura of his position. Effective immediately." General Dragovic raised his hand.
The other raised their hand subsequently.
"I..." Atsuo’s mouth twitched.
Suddenly, the Cyber Core shined further, an unfamiliar voice came out of this throat.
"Interesting... An Elite level Awaken. This world is more powerful than we anticipated." Atsuo said. His eyes glowed blue.
"Who am I speaking to?" Carter said.
"Please allow me to introduce myself. Caroline Sepvitar. One of the Directors of Cyber Runner."
Carter squeezed his hand, narrowing Atsuo’s airway.
"Interdimensional transmitting? Didn’t think you’re capable of that." Carter said.
"We usually don’t do that but we have to take a look because the life of our contractor is on the line. It cost quite a lot to do this kind of transmission."
"Say what you have to say, invader."
"Relax, now. I heard what you said earlier. I won’t be a liar and say we didn’t want to colonize you before. But that was before we know you are this strong. Instead of colony, how do you want to become a partner with us? We’ll give you our technology. In exchange, we will only ask very little of you."
General Dragovic shook his head. He already knew nothing good would come out of this. But refusing them would turn their relationship completely hostile as well.
He looked over to the other leaders. Their faces told the same doubt he had.
’Should they cut tie with Cyber Runner or become their partner?’
Cyber Runner could help them for sure. But the price would not be cheap.
"What do you think, Zeneros?" Dr. Avaline said.
All the leaders looked at him.
Carter ripped the Cyber Core out of Atsuo’s heart and crushed it. He already answered the question for them.
"Caine is developing a way to make even ordinary people Awaken. We already have two successful cases. There will be more in the future."
"I can confirm that." Dr. Avaline nodded.
The leaders talked among each other. Then they approached him.
"You may have started a war, Eldritch Knight."
"But we agree with you."
"War is the catalyst for progress."
"Let us fight for our own freedom."
"Motion to make Cyber Runner as our enemy. Who agrees?" General Dragovic said.
The leaders raised their hands in response. These were the people that grew up with monsters on the street. They weren’t just going to refuse their freedom without a fight.
They didn’t choose to let Cyber Runner manipulate them into a partnership that would certainly run them dry either. They would find their own standing in this multiverses by themselves.
The meeting ended and the fate of Hexilia was decided. Total war was the answered. Any Primers from Cyber Runner were listed as illegal immigrants and must be captured. If there was resistance, deadly force was authorized.
As for Carter, after making sure Cyber Runner’s influence was removed. He returned to his temporarily home in the East Continent.
He had collected quite a lot of Human Skin Shards. Enough to make an Elite Carter Hayes.
’Elite me. It’s time for you to be born.’
Carter fired up the Skin Forge. The hammer and the anvil appeared again. Skin shards poured onto them.
