Chapter 219 – Chaos Reigns

"Hold the line!!!" A man shouted, though he knew it was in vain.
People were screaming as the remaining guards were forced back from the building's entrance, while ten people stormed inside, led by a massive blue and purple creature. The two former pro heroes they had on staff had tried to stop it, but it just grabbed them out of mid air and slammed them against the floor, leaving them either dead or unconscious.
They tried to use their tasers to stop the beast, but its skin seemed to shrug off the electrodes before they could deliver their charge. The villains alongside it were pushing to the sides, about to flank them and cut off their retreat.
"I don't get paid enough for this shit." The man next to him said. The bulky man was their last real defence against the massive creature. He was never a pro hero, but had spent time in the JDF, his Quirk enhancing his durability and stamina. He was trading blows with it, but he was clearly overmatched.
"Me either, buddy. Me either." He replied, and then tased a villain who was about to punch him, before tossing his now expended weapon away and pulling out his stun baton. His own Quirk gave him X-Ray vision, but that wasn’t helpful in a fight.
He considered tossing down his weapons and surrendering, but the HPSC had been contacted, and they said a hero was on the way. They just needed to buy more time for the people inside to evacuate, and not give the villains any more potential hostages.
"ARGH!!! My leg!" Another guard shouted, going down under an assault he didn't see.
At this rate, we are going to be the hostages. Come on, heroes, get here already.
Shinto Shrine
Atsugi, Japan
*BOOM!!!*
A large explosion rocked the small shrine, stirring Aizawa from his meditation. He ran out of the shrine just in time to see a massive wave rush down the nearby Sagami River; the dam that was holding it back was rapidly breaking apart.
"What in the world is going on?" He said, watching the disaster unfold in front of him. The entire centre of the dam had already succumbed to the weight of the water, while the edges of the hole were quickly expanding as the water flowed through.
He noticed at the side of the dam, up on the road he was standing on, a box truck where a bunch of people were jumping into the back and loading equipment. Making a snap decision, he ran towards it, intent on halting them before they could leave. He wasn't sure whether they caused the explosion that wrecked the dam, but they were potential witnesses, and the fact that they were running was... probably a good idea, but it still seemed suspect.
Damn it, I stopped being a pro hero and took up a position as a teacher so I didn't have to deal with villains again.
Despite his misgivings, he ran after them, intent on detaining them or at least getting the vehicle's plate number. He could do nothing for anyone downstream, but if these were the perpetrators, he would see that they ended up in jail for their crimes.
City Street
Musutafu, Japan
Anan was rushing to the scene of a massive fire in the warehouse district, wondering just what in the hell was going on. Like Yu and Mei, she was packing up her apartment to move to Jaku, though instead of professional movers, she was doing it herself. Then her phone started going off like crazy, with notifications from the HPSC about several in-progress disasters in the cities around her. Fires, explosions, and even a dam being destroyed.
Other than the dam, none of the incidents seemed to be in populated areas, so she made her way to the closest one, ready to use her Quirk to help contain the blaze. She had her space suit on, so she was well insulated from any problems she might encounter.
At least this time, I won't need to go into a high-rise; I can just cut a hole in the side of the building from the outside, then starve the base of the fire of oxygen and fuel while the fire department keeps it contained. Should be fairly straightforward, but I'll check with the on-scene commander when I get there.
As she ran around a corner, she slid to a stop and started to backpedal. A dozen rough-looking individuals were coming her way, some looking very similar to the villains who were in the hotel bar before the building collapsed.
"Nope! Not dealing with this again." She said to herself. She turned around and started to run. She opened up her phone and signalled the HPSC about the presence of villains at her location, then called Yu. Her apartment wasn't too far from here, and she might be able to come deal with them.
I just wish John was nearby. I could really use the Twilight Knight right now, but Jaku is about thirty minutes away.
*Ring*
The villains were shouting and chasing after her, but she had a significant lead on them and darted down an alleyway. A few twists and turns, and she would be well out of their sight. Even if there was a dead end, she would make her own hole to get away.
*Ring*
"C'mon, pick up, pick up." She huffed as she turned down another alley, trying to lose her pursuers.

A Dark Alley Way
Hosu City
Tenya was in trouble, and he didn't know what to do.
He had made a mistake. He knew that now, but he couldn't change the fact that he had made the decision to attack the Hero Killer without bringing backup with him. Another man, an actual hero, was lying beside him, dressed up as a Native American. He was wounded from several stab wounds that the villain made, just like he was, and was somehow paralyzed even though the damage was fairly superficial. Just like he was.
He struggled to move, but his limbs wouldn't respond. He struggled to speak, but he could barely get out more than a gurgle. All he could do was lie here, wallowing in pain and listening to this villain's monologue.
For the villain's part, he was strutting around, explaining why he was just like the pro hero beside him and wasn't an actual hero and laughing at him. It was humiliating. He seemed to be taking pleasure in tormenting the pair of them, stabbing them with a rusty old sword that had clearly seen better days when he wanted to accentuate a point he was making. It was hard to concentrate on what he was even saying with the pain that was coursing through his body, so he didn't even bother trying.
Instead, he allowed the tears to flow down his face. Tears of failure, of failing to avenge his brother, of being too weak to stand up to this villain.
I couldn't even beat that girl, Mei. How did I think I could handle a villain like the Hero Killer by myself?
"TENYA!!!" Someone shouted, but he couldn't make out who it was. He couldn't even turn his head to see them, or warn them of the villain's Quirk.
I'm such a failure.
He wasn't religious, but he started praying to whatever gods would listen, asking for a miracle.
Something hit him then, causing the pain in his wounds to flare up even more as he nearly blacked out. He grasped onto that thread of lucidity with all his might, wanting to face whatever was to come head-on. Even if it was his own death. He would at least do that much to salvage his pride as Ingenium.
He didn't think he had much else left.
South of Tokyo
Tartarus Detention Facility
All For One waited on top of the bridge, overseeing the most defended villain jail in Japan, awaiting word from all the distractions he had set to start drawing heroes away from the area. He wasn't originally going to attack this artificial island facility; normally, its defences would be beyond even his powers, but a stroke of providence allowed him this jailbreak attempt.
One of his newly recruited minions found three different Tartarus personnel having dinner at one of their restaurants, which they used to help launder dirty money, and contacted him about them. He had them kidnapped, and then he brainwashed all three of them. Now, they were all in key positions within the facility, and he was about to flood their locations with several million litres of seawater, hopefully frying the electronics that controlled the facility's anti-quirk defences.
If things went as he expected, he would be walking through the main gate uncontested and could start gaining even more allies in their fight. Several of his trusted lieutenants were being held inside; if he could break them out, he could take a step back and start pulling the strings from the shadows again. If things did not go as he expected, he would do as much damage as he could to this place before retreating, hopefully preventing it from being used ever again.
A purple mist formed beside him, and Kirogiri stepped through the portal and bowed to him. "All twelve teams have begun their mission, Master. Two more teams are on standby to join us after the defences are down."
"Excellent work, Kirogiri. Do you have the positions of our infiltrators?"
"It is an odd feeling, but yes. They are in separate areas within the jail. I should have no issues with opening more portals, though I will need to rest soon."
"After these six, you should have some time to recover. I'm ready to put the suppression field down whenever you're ready to start." AFO replied, preparing to shut down all electronic signals over the island. He couldn't do anything about hardlines, but the seawater should do that job for them.
Kirogiri nodded, then started to open several portals next to each other, connecting the insides of the facility to the bottom of a harbour. He had taken the high-spec nomu down to the bottom of one so he could open a portal to them to use the high-pressure water as a last-ditch defence. They could only open the portals to the facility's interior thanks to the doctor's ingenuity, which involved placing pieces of Kurogiri inside the bodies of the three unsuspecting moles. The three of them were probably quite surprised when the server rooms they were in were suddenly flooded by a torrent of water.
Having his leg chopped off at the U.S.J. has provided so many unexpected bonuses. The fact that Kurogiri could still tell where his leg was located has really provided me with several new possibilities going forward. We can just send minions out with little pieces of him to open up new areas he can create portals.
AFO shook his head and focused on his part of the assault. He activated the suppression Quirk and blanketed the island, then settled in to wait for the water to do its work.
Maybe we will be lucky, and they won't report it as an attack at first, but as a flood. It would be amusing to see rescue and repair crews arrive instead of heroes, only to suddenly be swarmed by escaping villains. If that happens, I'll have to keep the escapees from killing them. I can't rebuild Japan if we kill the people who do things indiscriminately.
He chuckled at the thought. It was still too soon to count his chickens before they hatched. He still needed to deal with the other villain groups in Japan and unite them under his banner. This was just the first step on that journey, a major milestone to be sure, but he had a long way to go.

*SCRRREEECCCHH!!!!*
"That will be 25435 Yen. Will it be cash or credit?" John's driver said, turning around and pushing a machine into his face.
John tapped his phone to the machine and paid the man. He wasn't sure how it worked, but Mei had set it up for him, so he didn't need to carry his wallet around with him anymore.
"Are you going to tell me who you are? Are you part of DEN or a god or something like that?"
"No. No. No god, just cabbie. As long as you can pay, I take you where you need to be. Now, shoo, shoo. You need to be here, and I need to not be here. Got many hungry kids to feed, you know."
"But-" John started to say, but he was suddenly ejected from the cab, landing on the curb. Before he got a chance to stand up, the cabbie sped off, disappearing down the road at god-awful speeds.
If that guy isn't my New World Bonus, I'll eat my shirt.
He stood up and dusted his pants off, then looked around, wondering where exactly he was and why he needed to be here. He was in a city, though he had no idea which one, surrounded by many tall buildings. He could hear the sounds of sirens, explosions and crashing in the distance, and he could see the flickering lights of fires reflecting on the sides of a few buildings.
"I guess that is where I need to be." He said, then on a whim, pulled out his XPAD, the drone he hadn't really used since Mei gave it to him. Sending it flying high above him, he entered the closest alley, intent on cutting through them to save time. The drone could tell him where he needed to go so he didn't get lost, and let him know what was happening on the other side of the buildings.
He held the pommel of his sword so it didn't get tangled in his legs and started to jog. He didn't know what to expect, but if there was a fight going on, he wanted to be prepared. His hero suit might not be anywhere near as tough as his Black Templar armour, but he could move freely in it, not to mention it had a couple of surprises built into it. He just wished he knew where he was.
I'm an idiot, I should have just checked my phone. Oh well, I'm already here, and I'm not stopping to check; that would just waste more time. Time I don't have to waste if the sounds of whatever that calamity is are any indication. I'll just figure it out later.
