The only difference was that previously their master had been the Guardian Civilization, whereas now their master had become one among these eight Level 6 civilizations. No matter who their master changed to, they could never escape the fate of being enslaved.

Weakness was the original sin, a crime they were born with. The turbulent struggles between the strong, rising and falling one after another, had never had much to do with the weak.

After several consecutive months of negotiations and compromises, one agreement after another was reached. A new alliance body was born, and internal distributions of interest within the alliance were settled. These nearly one thousand lower-level civilizations were divided up like goods under different owners’ names.

In the conference room of a spaceship, the projected images representing the leaders of the eight Level 6 civilizations appeared on their respective seats. Inside this conference room, the eight of them were once again holding the highest-level meeting.

“We should leave here first. Although the Sweepers Civilization has no interest in dealing with us, that does not mean it will not change its mind in the future. We should leave here, find a new place to settle down, and then work together to build a new small universe. We will be the new generation Guardian Civilization of this galaxy…”

One civilization leader voiced his proposal.

Under the prodding of the others, the leader of Civilization Number Nine finally spoke.“Honored leaders, greetings to you all. In the chaos earlier, the leader of our Civilization Number Nine unfortunately lost his life. I am his son-in-law. From now on, Civilization Number Nine is led by me. You may call me Ao Tian.”

The projected figure named Ao Tian slowly stood up, first bowing slightly to the other civilization leaders present. Then he sat down again and began to slowly express his views. A gleam of wisdom flickered constantly on his face.

“I would like to ask everyone, are we really going to slink away like this? Do not forget, no matter how far we flee, we will still be within the bounds of our galaxy. As long as the Sweepers Civilization exists in our galaxy, we will have to live in fear every single day.”

“In my estimation, the Sweepers Civilization did not attack the Guardian Alliance because of any particular enmity or some other reason. A flash of light flickered in Ao Tian’s eyes. “Doing that is meaningless. The criteria for determining whether a civilization is a Guardian Civilization are based on its actions, not its name. As long as we continue to follow the policy of gathering up large numbers of lower-level civilizations for our own use, the label of Guardian Civilization will always be branded onto us.”

“Then what is your opinion?” one civilization leader asked. “Are you suggesting that the alliance we formed should disband here and now?”

“Of course not.” Ao Tian said calmly. “What I mean is that forming an alliance is imperative, and continuing to maintain our current strategy is also necessary. If we do this, then the Sweepers Civilization will definitely continue to strike at us. We cannot disband the alliance, so we have only one option left, eliminate the Sweepers Civilization.”

“Eliminate the Sweepers Civilization? Are you insane?” one civilization leader exclaimed in shock. “When the Guardian Civilization was still around and could take advantage of the small universe’s geographical superiority, we still could not defeat the Sweepers Civilization. How could we possibly destroy it now?”

“I am not insane.” Ao Tian replied coldly. “If our analysis is correct, the Sweepers Civilization’s technological level has already reached a peak and it is on the verge of becoming a Level 7 civilization. This means that the Sweepers Civilization possesses value almost equal to that of a Level 7 civilization, yet its combat strength still falls far short of a true Level 7 civilization…”

“So what?” another leader retorted. “Even if the Sweepers Civilization’s strength is a thousand times, ten thousand times weaker than that of a true Level 7 civilization, we are still no match for it.”

“Do you not wish to lead your own civilization into becoming a Level 7 civilization?” Ao Tian stared at the leaders coldly, his voice seeming to carry an icy chill. “If we can destroy the Sweepers Civilization, we will be able to obtain all of its technological data. As long as we have that data, our alliance will be able to step into the category of Level 7 civilizations. From then on, we will roam across countless galaxies without any scruples…”

“Answer my question,” that same leader said impatiently, tapping the table. “The technological data of a quasi-Level 7 Civilization is naturally a treasure, but only if we can live long enough to claim it.”

“Keep in mind that the current value of the Sweepers Civilization is not much different from that of a Level 7 civilization, while its combat strength is far weaker than a true Level 7 civilization.” Ao Tian said calmly. “I have gathered all of the Sweepers Civilization’s combat data and analyzed its strength. My data can support my view. We all know that technology can be copied. A set of Level 7 civilization technological data given to one civilization can produce one Level 7 civilization. Copy it again and give it to two civilizations, and you can produce two Level 7 civilizations.
