Once back on the steps, Helen saw a shadow flitting on the top of the stairwell, followed by a gunshot.

The stairs provided no cover; it was too easy to get hit by a bullet.

Even though she knew Gu Fan might be just bluffing, she dared not take any action and could only retreat back into the underground research base.
