Aesces was worried that if he used it in the Stellar Realm, he might accidentally get caught by Eosca trying to escape, so he directly gave Hill the permission in his domain.

The Abyssal Will can’t see what the Toril Gods see, but the Lord of Hell knows it very well.
He won’t delay for long.
