Everyone watched in stunned silence as the mountain sized Ten Tails twisted into a spiraling vortex and slowly, almost imperceptibly, disappeared into Brook's mouth.
Tsunade, whose limbs had been sealed, fell to the ground beside him and witnessed the scene up close. Horror filled her eyes.
She had just seen Brook attack even the Fourth Hokage's son, tearing the Nine Tails out of the young Naruto without hesitation. That sight made her rage boil over even more.
How could he not even spare a child that young?
In her eyes, any jinchuriki who had their tailed beast extracted was doomed, even if they belonged to a clan as tough as the Uzumaki. Brook had even laid hands on the son of his own subordinate, Minato. Was he really not afraid Minato would betray him?
"Damn you! Don't even think about destroying the ninja world!"
Jiraiya thought Brook was about to become the Ten Tails' jinchuriki and bring ruin to the world. He roared and struggled desperately, trying to rush over and stop him. But the four Limbo shadows and the Six Paths of Pain still pinned him down, pressing him toward hell step by step.
As Brook finished devouring the Ten Tails, the entire battlefield fell into dead silence.
Then the change began.
A terrifying aura erupted from Brook's body, so overwhelming that even the natural weather above the battlefield was thrown into chaos. Thunder crackled through the sky, and violent tornadoes rose one after another.
A golden vertical slit appeared on Brook's forehead. It trembled slightly, then split open to reveal a nine tomoe red Rinnegan.

Nine solid black Truth Seeking Orbs appeared behind him, circling his body like loyal guardians.

Brook possessed the power of the four Underworld Gods, and he had forcefully absorbed the Otsutsuki bloodline carried within the Ten Tails Divine Tree. Yet he did not turn pale, nor did he grow horns like the Otsutsuki. Instead, the new power simply fused into him, making him something even more terrifying.
"Lord Brook! Father Brook! When will you revive Mother?!"
Black Zetsu rushed forward in wild excitement, dropped to his knees before Brook, and begged frantically.
Brook kicked him away without even looking.
"Get lost. There are still many things to deal with. Kaguya can wait."
Black Zetsu was sent flying, while Brook turned his gaze toward the still struggling Tokuko Otsutsuki.
The nine Truth Seeking Orbs instantly transformed into spears and shot forward. In a flash, Tokuko was pinned to the ground, completely immobilized.
The Ten Tails Groot cried out in delight and immediately rooted itself into Tokuko's body, beginning to absorb her chakra and slowly drain her dry.
"The ninja world is officially unified from this day forward. There is only one kingdom left in this world."
Brook's voice thundered across the battlefield.
The shinobi of the Kingdom of Ten Thousand Nations erupted in cheers and immediately began rounding up the already defeated ninjas of the Shinobi Alliance, forcing them to surrender.
Jiraiya and the Fourth Raikage were captured alive.
Genji of Kirigakure and Kitsuchi of Iwagakure both dropped to their knees and surrendered.
The ninjas of every large and small nation threw down their weapons and begged for mercy.
At long last, the Fourth Shinobi World War came to an end.
The Kingdom of Ten Thousand Nations had unified the world.
Even as the battlefield settled, Brook was still extracting a portion of the countless souls flowing into Reincarnation Hell, using them to further strengthen his own authority over the Underworld.
Tokuko Otsutsuki's body was devoured clean by the Ten Tails Groot, and her soul was harvested by Brook. Groot, meanwhile, took the chance to madly consume chakra from the corpses scattered all over the battlefield.
That horrifying sight sent both the Kingdom's shinobi and the remnants of the Alliance scrambling to collect the bodies of their fallen comrades, terrified they would be drained dry by the little monster.
Brook handed the aftermath over to Orochimaru and Minato Namikaze.
Then he took the Ten Tails Groot with him, left the battlefield, and tossed it back into his alternate dimension.
After settling the great war, Brook returned to the Reincarnation Hell of the Pure Land and began digesting all of his gains.
For several weeks in a row, Brook did little else.
He familiarized himself with his new body and new powers. The strength surging through him had already reached a terrifying level, and the forces of the four Underworld Gods and the Otsutsuki bloodline were still continuously merging within him.
From Jin, the Western Underworld God, he had obtained the power of the Underworld itself, along with the terrifying ability to devour and fuse.
From the Death God clone born from the legs of the Southern Underworld God, the Soul King, he had gained the power to control time and space, as well as the ability to coordinate and harmonize multiple different energy systems.
From King Yama's clone, created by the Eastern Underworld, he had inherited control over a portion of reincarnation itself. That clone had once stolen part of the Northern Underworld's reincarnation authority, which gave Brook even stronger mastery over life and death.
And the most important part was this:
After the Northern Underworld God, Hirasaka, and the Otsutsuki God perished together, most of their power had been taken away by the Otsutsuki clan and passed down through their bloodline, the Rinnegan, and the Ten Tails Divine Tree.
The rest of that power had been scattered across planets throughout the Northern Underworld star region.
On top of all that, the Otsutsuki clan naturally possessed terrifying absorption power, divine arts, and a variety of monstrous eye techniques.
All of those forces were now merging within Brook.
Abilities that once clashed with one another had started to either merge or coexist under the balance created by the four Underworld Gods.
For example, Kamui's power once conflicted somewhat with the power of the Ten Tails. But now Kamui itself was evolving. A mere Mangekyo level ocular technique could no longer keep pace with the advanced forces within Brook's body, so it began to rise alongside them.
Under the balance of the four Underworld Gods, Brook's many eyes began to merge, refine, and evolve.
The Kamui Mangekyo Sharingan first rose into the Eternal Mangekyo Sharingan.
Then it fused with the purple six tomoe Rinnegan, the Tenseigan, and Isshiki's golden eye.
The final result was a new supreme dōjutsu.
A golden red six tomoe Rinne Tensei Sharingan.
Or, to simplify it, a six tomoe Tensei Sharingan.
And every tomoe could now be imbued with a distinct power.
That meant this pair of six tomoe eyes could carry twelve optimized and terrifying exclusive eye techniques.

Six Paths power.

At this point, Brook felt his strength had reached an unprecedented level. His bloodline and soul had both entered a nearly perfect state.
His body had grown so powerful that bloodline limits, bloodline eliminations, and even divine techniques no longer needed conscious activation in the same way. They had become instinctive, as natural as breathing.
Even though he had lost the older, separate system of switching between different eye forms, the abilities themselves had only become far stronger.
He now referred to the various powers within his body as the power of the four gods.
With a pair of golden red six tomoe Tensei Sharingan and a red nine tomoe Rinnegan on his forehead, Brook felt he could wipe out an entire Otsutsuki squad by himself.
And while he remained secluded, polishing and stabilizing all these terrifying new powers, the Kingdom of Ten Thousand Nations had already completed the unification of the ninja world.

There, they would be transformed into prison soldiers and jailers, responsible for organizing the countless souls entering Pure Land Hell and carrying out punishment.

Brook had already inserted the chakra souls of Hagoromo and Hamura into two White Zetsu bodies enhanced with Wood Release, granting them a unique resurrection.
Originally, Brook had planned to leave the two brothers within Pure Land Hell and refine them through the [Heavenly Path], turning them into upper level administrators of his underworld.
But they refused.
They wanted real lives.
Brook did not stop them. Instead, he assigned them new roles.
They became the Black and White Impermanence, free to walk between the Pure Land, Hell, and the human world, harvesting the souls of wicked people throughout the ninja world and making them work for Brook.
Now, they had completely discarded their Otsutsuki identities and established a brand new family, the Hanyu family of soul reapers.
Hagoromo Otsutsuki took the new name Hanyu Shiro and became White Impermanence.
Hamura Otsutsuki became Hanyu Kuromura and took the role of Black Impermanence.
Brook gave them the first half of the primordial Sage Mode inheritance, then threw them back into the ninja world. With their memories and experience intact, the two brothers should be able to rise again at astonishing speed.
As long as they did not expose themselves, no one would ever guess their true origins.
Once they were dealt with, Brook turned his attention to the Kage level souls that the Sage of Six Paths had carefully preserved over the years.
According to Hagoromo, even Kage level souls could not remain in the Pure Land forever. Most would gradually dissipate after around fifty years, while the strongest might last close to a century.
At that point, the "kind hearted" Sage of Six Paths would make use of those fading souls, recycling their spiritual energy to maintain his own existence.
As for the souls of Jonin and Chunin, their spiritual strength was too weak. At the moment of death, most of their energy had already dispersed back into nature. Even if such souls entered the Pure Land, they would dissolve within a few years, allowing Hagoromo to recover only a tiny amount of chakra.
That was why the Pure Land had never become overcrowded.
Most ordinary civilians and low level shinobi had souls so weak that they disintegrated on the spot upon death, returning directly to nature as pure energy. They were too weak even to be admitted into the Pure Land.
After the Northern Underworld star region lost its proper cycle of reincarnation, the Pure Land created by the Sage of Six Paths only possessed this much functionality.

"Welcome, former Kage. This is Pure Land Hell, and I am its master, Brook."
"The Sage of Six Paths who once put you to sleep is gone. You will no longer rest in the Pure Land."
"You may work for me and become part of Pure Land Hell's order, or you may choose to forget everything and enter the cycle of reincarnation."
Brook then explained the structure of the Six Paths of Reincarnation, the Department of Reward and Punishment, and the consequences of every possible choice.
Madara's expression darkened at once.
"So you really are the one who stole my Rinnegan. And the Sage of Six Paths is dead too, isn't he?"
His eyes locked onto Brook's tomoe Rinnegan, and the shock in his heart ran deep. He had just realized there was an even higher stage beyond the Rinnegan he once pursued, and now all of it had fallen into someone else's hands.
The others were not fools either.
They still remembered that the Sage of Six Paths had summoned them in order to deal with Brook. Yet now Brook stood before them as the master of Pure Land Hell itself.
Even an idiot could piece together what had happened.
The Sage of Six Paths, and likely the sages of the three holy lands as well, had most likely been defeated by this foreign god.
"The Sage of Six Paths is indeed gone. Now make your choice."
"Will you become high officials who manage Pure Land Hell? Will you be cast into the eighteen layers of hell for punishment? Or will your memories be erased and you be reborn through the Animal Realm?"
Brook was not about to show them mercy. If they obeyed, they would be useful. If they refused, he would crush them.
After all, sooner or later, Pure Land Hell would be filled with more souls than it could ever use.
