From the start of the explosion, until one hour later, layer upon layer of errors and strange glitches in the command chain led to the firefighters not even receiving activation signals.
Following that, a traffic jam covering all of Luo Island, sudden and unexpected, cleverly trapped the fire trucks kilometers away, incapable of approaching.
